Why is Maha Shivratri on Tue 17 Feb in Sevan?

Maha Shivratri is on Tue 17 Feb: Chaturdashi holds all of nishitha that night, and no other.

Nishitha is Trayodashi; Chaturdashi begins at 11:06 Tue.

Chaturdashi holds all of nishitha, 00:47 Wed–01:40 Wed. Chaturdashi: 11:06 to 07:33 Wed.

One row per day, on one clock (UTC+4). Band: the tithi. Box: Nishitha. Dark strip: night.

Shiva’s worship centres on nishitha, the midnight muhurta. Chaturdashi runs from 11:06 on Tue 17 Feb to 07:33 on Wed 18 Feb, so only Tuesday night’s nishitha (00:47 Wed–01:40 Wed) falls within it.

The rule

Phalguna Krishna Chaturdashi (purnimanta) · Magha Krishna Chaturdashi (amanta)

Vaishnava: the Smarta day.
