Why is Maha Shivratri on Tue 11 Feb in Ipameri?

Maha Shivratri is on Tue 11 Feb: Chaturdashi touches nishitha that night, and no other.

Trayodashi until 00:45 Wed, inside nishitha; then Chaturdashi. Chaturdashi: 00:45 Wed to 22:58 Wed.

Chaturdashi ended at 22:58; nishitha is Amavasya. Chaturdashi: 00:45 to 22:58.

One row per day, on one clock (UTC−3). Band: the tithi. Box: Nishitha. Dark strip: night.

Shiva’s worship centres on nishitha, the midnight muhurta. Chaturdashi runs from 00:45 on Wed 12 Feb to 22:58 on Wed 12 Feb, so it touches only Tuesday night’s nishitha (00:04 Wed–00:49 Wed).

The rule

Phalguna Krishna Chaturdashi (purnimanta) · Magha Krishna Chaturdashi (amanta)

Shiva’s worship centres on nishitha, the midnight muhurta.

Smarta: the night whose nishitha Chaturdashi holds; when it touches both or neither, the later (Nirnayasindhu).
Vaishnava: the Smarta day.
