Why is Maha Shivratri on Tue 18 Feb in Ipameri?

Maha Shivratri is on Tue 18 Feb: Chaturdashi holds all of nishitha that night, and no other.

Nishitha is Trayodashi; Chaturdashi begins at 11:19 Tue.

Chaturdashi holds all of nishitha, 00:03 Wed–00:49 Wed. Chaturdashi: 11:19 to 08:09 Wed.

One row per day, on one clock (UTC−3). Band: the tithi. Box: Nishitha. Dark strip: night.

Shiva’s worship centres on nishitha, the midnight muhurta. Chaturdashi runs from 11:19 on Tue 18 Feb to 08:09 on Wed 19 Feb, so only Tuesday night’s nishitha (00:03 Wed–00:49 Wed) falls within it.

The rule

Phalguna Krishna Chaturdashi (purnimanta) · Magha Krishna Chaturdashi (amanta)

Shiva’s worship centres on nishitha, the midnight muhurta.

Smarta: the night whose nishitha Chaturdashi holds; when it touches both or neither, the later (Nirnayasindhu).
Vaishnava: the Smarta day.
