Why is Bhai Dooj on Fri 13 Nov in Ipameri?
Bhai Dooj is on Fri 13 Nov: Dwitiya holds all of aparahna that day, and no other.
Dwitiya holds all of aparahna, 13:14–15:49. Dwitiya: 05:35 to 03:04 Sat.

One row per day, on one clock (UTC−3). Band: the tithi. Box: Aparahna. Light strip: day; dark strip: night.
The tilak is applied in aparahna, the fourth fifth of the day. Dwitiya runs from 05:35 on Fri 13 Nov to 03:04 on Sat 14 Nov, so only Friday’s aparahna (13:14–15:49) falls within it. No text giving Bhai Dooj’s time was found; aparahna is Tithika’s convention.
