Why is Bhai Dooj on Sun 16 Nov in Ipameri?
Bhai Dooj is on Sun 16 Nov: Dwitiya touches aparahna that day, and no other.
Aparahna is Pratipada; Dwitiya begins at 15:59. Dwitiya: 15:59 to 13:30 Sun.
Dwitiya holds aparahna only until 13:30; then Tritiya. Dwitiya: 15:59 Sat to 13:30.
One row per day, on one clock (UTC−3). Band: the tithi. Box: Aparahna. Light strip: day; dark strip: night.
The tilak is applied in aparahna, the fourth fifth of the day. Dwitiya runs from 15:59 on Sat 15 Nov to 13:30 on Sun 16 Nov, so it touches only Sunday’s aparahna (13:15–15:50). No text giving Bhai Dooj’s time was found; aparahna is Tithika’s convention.
